Is there an MHL to Micro USB adaptor with wall charger being released soon? i.e. to charge phone whilst watching streaming media on non-MHL capable TV…
This one has an input for a wall charger, will do exactly what you need.

can this work for any tv with hdmi connection?
Yes. You need the appropriate smartphone, but providing your TV accepts HDMI then it should work
